Live Dubbing for a Government Event at State Scale

A state-level summit broadcast to every district headquarters. The address is in the state's official language. The national press needs English. Neighbouring-state delegations need three more. Somewhere in a block office, a group of officers is watching on one laptop and a projector. Realtime dubbing makes that reach possible. It also introduces risks that a corporate event never has to think about. Here is how we build for it.
What state scale changes
A corporate webcast optimises for a known audience on good devices. A government broadcast optimises for the opposite. The audience is geographic rather than registered, the devices are mid-range Android phones on 4G, and the viewing conditions include a projector in a room with a ceiling fan. That changes three engineering decisions.
First, the bitrate ladder goes lower. A 360p rung that keeps playing beats a 1080p rung that stalls. Second, audio matters more than video. If the picture drops to a still and the dubbed audio keeps running, the broadcast still works. We prioritise the audio path accordingly. Third, the archive is not optional. Government events generate a record. That record has to be complete, timestamped and available in the original language, whatever happens to the dubbed tracks.
The dubbing chain itself is the same engine we run everywhere: 40+ languages at 412ms glass-to-glass, p95, with dual-mode speech-to-text so that code-switching between the official language and English does not derail the transcript. What differs is the review layer wrapped around it, and the amount of preparation loaded before the first word is spoken.

Optional supervised delay
A configurable buffer of a few seconds on the dubbed tracks lets a language supervisor mute or correct a bad rendering before it reaches viewers. The original-language track stays live with no delay.
Department terminology pack
Scheme names, department acronyms, designations, district and taluka names loaded before the event. This is what stops a scheme name becoming a literal translation of its component words.
Original audio as the record
Track one is always the untouched floor mix. It is what gets archived as the official recording. Dubbed tracks are an access aid layered on top of it, and they are labelled that way.
Transcript and subtitle export
Timestamped transcripts in the original language plus each target language, delivered as files after the event for press release drafting, archives and RTI-grade record keeping.
How a state-scale broadcast comes together
Collect the terminology two weeks ahead
Request the speech outline, scheme list, officer designations and place names from the department. Even a partial list materially improves output. A complete one changes the result.
Get voice and register signed off
Play sample output in each target language to a department representative. Formal register on a government stage is a specific choice and it needs approval from someone who owns the communication.
Dry-run on the actual venue feed
Test on the real mic bus in the real hall, not in a studio. Hall acoustics and the venue's mixer are the two variables that most often surprise us.
Hand over the archive within the agreed window
Original recording, per-language audio tracks, transcripts and subtitle files, with a written note on which portions were machine-generated.
What usually goes wrong
The stakes on mistranslation are asymmetric. A wrong word in a corporate keynote is embarrassing. A wrong word in a policy announcement can be screenshotted, circulated and treated as the government's position. Realtime dubbing at 412ms cannot guarantee it will never produce a wrong clause, and we do not claim it can. What we do is reduce the blast radius: a supervised delay buffer on the dubbed tracks, a human language monitor with a kill switch, the original audio permanently available as the authoritative version, and clear on-screen labelling that the dubbed track is machine-assisted. For the most sensitive fifteen minutes of an event, human interpreters remain the right answer, with the engine covering the remaining languages and the rest of the day.
The second problem is almost never technical. It is access. On a government event the hall is frequently locked down for security and you get in at 6am on the day, not the evening before. Cabling, mic splits, uplink testing and a full-chain rehearsal do not fit into three hours alongside a security sweep. We plan for this by building and testing the entire chain offsite, arriving with a pre-configured rack, and treating on-site time as verification rather than assembly. Where an advance rehearsal slot can be negotiated, even a two-hour one the previous evening, it is worth more than any amount of extra equipment.
Common questions
Is the dubbed audio an official record?
No, and we advise stating that explicitly. The original-language recording is the record. Dubbed tracks are an accessibility layer that lets more people follow along in realtime. We deliver both after the event, clearly labelled, so there is no ambiguity later about which version is authoritative.
Which Indian languages does this cover?
The engine supports 40+ languages including the major scheduled Indian languages. Quality is not uniform across all of them. Languages with more available training and voice data perform noticeably better than those without. We will play you sample output in your target languages before you commit, rather than asking you to take the count on trust.
Can it run if the venue has no reliable internet?
The dubbing engine needs connectivity, so a total outage stops the dubbed tracks. We mitigate with bonded uplinks and dual-path ingest with automatic failover, plus a 25-second socket idle timeout so encoders reconnect cleanly rather than hanging. The local recording continues through any outage, so the archive is never affected by a network problem.
